     Thanks to the support of businesses and organizations, the decade old tradition of TREECYLE will continue! 
     As always, both the Town of Cave Creek and Desert Foothills Landscape will participate. Our new contributors are 34 Easy Street Restaurant, Black Mountain Fitness, Jessco Electric, the Sierra Club, and Treadwell Technologies.

Dear Citizens:
     Mayor Schwan gave a report on the financial state of Carefree.  He stated that is was estimated Carefree would show a $100,000-$178,000 deficit for the year.  He stated that he has managed substantial savings to accommodate this shortfall such as by not paying off the new Town Hall, charging Thunderbird Art for maintenance fees for use of public restrooms.   Both Councilmen Koteas and Stavoe took issue with the report stating that one cannot claim savings on money that was never spent, but needed to balance the budget by cutting down on the most high ended budget items.
     Council approved extending the preliminary plat for Hawk’s Landing.
     Council approved (6-0, Schwan recusing himself) the recall election for March 9,2010.  In an interesting part of this issue, it was proposed that postage be paid by the citizen.  Both Vice Mayor Miller and Councilwoman Vanick felt that due to Carefree’s finances, this was a viable option.  A number of citizens spoke against such a charge.  However, when Tom Rawles and David Burnell Smith both lawyers, informed council that any fee for a citizen to vote was illegal as per US Supreme Court, they reconsidered.
     After much discussion, council tabled a possible Code amendment to require business to be licensed.


CALL TO THE PUBLIC:  Gary Zalimeni questioned Vice Mayor Miller’s speech at his HOA meeting regarding placement of  cell towers.  He felt that any public discussion on New Path, prior to an application, could be considered a conflict of interest on his part.
     Arthur Grimson thanked the council for the Veteran’s Day Event and asked that it become a yearly tradition.
 
SPECIAL PUBLIC SECTOR: As the last sitting councilman to have been sued by Mr. Peloquin, I am pleased to announce this law suit is now finished.  The positive side is that we protected our zoning code.  The negative side is the amount of legal fees Carefree had to spend on this law suit.
  
DID YOU KNOW: Councilman Koteas, not only planned our “Salute to the Veterans”, but obtained a substantial donation ($10,000) from Tyson Food  that allowed this event to take place.  Congratulations Councilman Koteas, you did a fine job, and everyone had a great time.
 
SHERIFF’S SECTOR: MCSO Oct. Stats-13 arrests, 2 burglaries, 122 citations were issued, 45 for speed, 2 DUI, 0 noise.
     My thanks to MCSO, as well as the posse, for their participation in our Safe Drug Disposal Event Saturday, Nov. 21. 
 
TRIPLE-HEADER RECYCLING EVENT/Nov. 21 UPDATE - This event took in the largest amounts of outdated/unused drugs ever.  We have kept almost 100 pounds of prescription drugs out of our water supply and away from our children.  I can only say that I am thrilled at the success of this program. I was informed by the electronic recyclers, who go to other towns for recycling, that many other towns are now using Carefree’s Safe Drug Disposal program themselves.  We are not just protecting our water supply, but influencing other communities throughout the State.  
     Thanks to donations from the following businesses and organizations , there was no charge for the shredding: ABCO Recycling, Bad Donkey, Boland Law Group, Carefree Consultants Inc., Estate Planning, Foothills Chiropractic, Jessco Electric, Sonoran News, the Soroptomists and Westech Recyclers.  They have supported us, I hope that you will support them.  
     In fact, ABCO shredded a record 330 boxes of documents.  If the town had funded this project, it would have cost over $1500. 
     And a big salute to our volunteers, Sue Coady, Ron Harkleroad, Sheryl Nelson, Bill McNulty, John Traynor, Kevin Tully and Jerry Wetta.
 
RECYLING UPDATE: I have been informed by Maricopa County that due to budgeting problems, the County Recycling Center, off of Carefree Hwy., will not be accepting household hazardous waste products or paint.  According to Director Bill Thornton, this is a temporary measure.  I will update you when the situation changes.
 
TREECYCLE: Although monies have been budgeted by the council, Mayor Schwan has opted to not spend $125 of those budgeted funds for our annual, joint Carefree/Cave Creek TREECYCLE.  So, unless someone volunteers that money, our towns’ 9th shared  TREECYCLE will be canceled.  I guess the most apt comment I can make is “We’ve been Scrooged!
     Coady Comment: Many self appointed experts do not realize that for recycling to work, participation is necessary, and the key word to participation is convenience.
 
EVENT CALENDAR - P& Z Meeting-12/07,5:00PM, A Carefree Christmas Festival-12/11 from 6PM-12/13, 9PM.  The Parade will be on Saturday at 6PM,  Farmer’s Market, on Fridays, at the Town Center 11-1:30, Town Council Meeting- 1/5, 5:00 PM.
     Well, another very contentious year has come to an end in Carefree.  Let us all hope that 2010 proves to be a better one.
