SPECIAL EDITION-ELECTION INFORMATION

Dear Citizens:
     In a day or so, you will be receiving your ballots in the mail.  
     If there is any one of you who isn’t convinced to vote for John Traynor, please keep in mind that it was David Schwan who has tried to suppress your civil rights for as long as he has been on the Town Council (Which has been far too long).  
     • Schwan supported four year terms. You defeated that referendum by 68%. 
     • Schwan opposed direct election of the mayor. You passed that referendum by 73%.
     • Schwan supported an agenda item criminalizing Town Code violations.  It was your outcry that removed this action from the agenda.
     • In the last election, three council members cut and ran when they were not elected in the primary.  Their actions allowed Schwan to be elected by DEFAULT

   DO YOU EXPECT TO SEE THE FUTURE IN YOUR REAR VIEW MIRROR?

    A famous social philosopher once said, “The wise man must remember that while he is a descendant of the past, he is a parent of the future.”
    Simply stated, “elected officials of Carefree have done a poor job of parenting.” 
    A core group of individuals in Carefree simply want to control our Town, regardless of what YOU want.  As desirous as they are to protect the remnants of the past, they have failed to plan for the future.  Ask yourselves “why is this group constantly talking about “yesterday”:  free fire protection (nothing is free), paying cash for a fire house, paving a dusty parking lot…all to the tune of $5+MM (remember, free), and blah, blah, blah to the point of ad nauseam?”
Have you noticed they never address the future of our community!  Would you like to know why?  Because they do not have a plan for Carefree’s future, that’s why!
    An ongoing plan to sustain the financial well being of our Town simply does not exist.  I am referring to a plan that encourages commercial investment, a plan that guarantees a consistent stream of visitors, a plan that provides for incremental growth of our Town’s finances.  Yet, if anyone asks tough questions along these lines, they are labeled uncivil or worse yet, as being against preserving the “Carefree life style”.  I ran for public office to represent YOU and not those that have clouded the decision-making process which is so important to good government.    Not having been given the opportunity, along with other council members,  to participate in the recent thinly veiled political mailing, entitled “State of Our Town” , I feel compelled to share a personal tidbit that I am hopeful will serve as an analogy of where I believe Carefree is headed.
    Several years ago, we began Phase One of our personal “retirement plan” which included monthly disbursements, carefully and conservatively calculated on anticipated earnings from years of personal savings and 401K contributions. The past two years have certainly altered our “great plan” as we watched our bucket of savings spring a leak.  
    Carefree has savings (reserves) too.  They are earning somewhere in the neighborhood of 2/10th of 1% annually, which is not enough to keep up with the projected rate of inflation, (see http://forecasts.org/inflation.htm).   Couple this with our shrinking sales tax and shared State revenue, and you will see that Carefree’s bucket is also leaking.  Carefree needs to go back to work!
    My family has earning options.  Carefree does not.  Ask yourself, “if the Town has been so wonderfully run, why isn’t there a plan for continued prosperity in place?”  The economic engine of Carefree has begun to slow down and, like it or not, without a significant boost in its power will eventually come to a screeching halt.
    Yes, Carefree does have substantial unencumbered reserves; however, as many citizens believe, reserves should be invested in capital improvements or emergencies.  I ask you, “Is poor fiscal management and the absence of planning for economic growth an emergency?”  For the second consecutive year, at the very least, the Town is unable to properly maintain its interior roads, or even to consider anything beyond basic services.  Why?  A major reason is that we are obligated to subsidize the cost of fire protection and the Municipal Court using dollars from the Town’s general fund or reserves in excess of $750,000 or more per year.  Reality tells us that the unstable and unreliable revenue source of both has fallen far short of break even.  Just since the fiscal year ending in June of 2008, $1,228,111.00 has evaporated from the reserve fund.  When we consider these facts, without substantial improvement in our ability to attract visitors, merchants, and land owner investment, Carefree will be faced with very difficult decisions in the near future.
    Continuing to look in the rear view mirror and say, “the Town has been well run” is somewhat of an exaggeration.  Four council members (a simple council majority) have the power to generate income by increasing the sales tax burden.  Carefree’s sales tax rate was doubled in 1998 and increased again by 50% in 2006.  Yet, I cannot find any hard evidence that any previous Town Council has invested any of the excess dollars in exploring ways to sustain the flow of revenue beyond hoping the Arizona economy would continue to grow.  Responsible leadership would embrace ideas from every source without prejudging the motive of the source.  We simply do not have a plan for tomorrow.
    It is abundantly clear to me that it is time to put yesterday in its place (the past) and turn our attention and focus solely on tomorrow; a focus that shines a bright light on Carefree’s unique points of difference.  We all share in this responsibility.  It is our collective responsibility to care for our great little Town in a way that will provide for a sustainable financial future.
    To this end, after careful consideration, and for the sake of Carefree’s future, I endorse John Traynor as a candidate for Town Council.  John is a person of vision that will work diligently to help us arrive safely.  I ask that you join me.
 
 
                           VOTE FOR CAREFREE

Carefree politics have never been so conflicted and I’m sure no one enjoys it.  However, together we grin & bare the discomfort and hope it will lead to an improved local government.  I am positive our community will be better in the long run.
    Let’s all agree that debate and discussions are central to our government.  Sadly, healthy debate on important issues sometimes gets twisted into personal attacks, accusations, and negativism.  If one doesn’t agree with another, he is labeled as being “Anti-Carefree.”  I believe this is unwarranted.
    Let me state clearly I have no association with the Recall David Schwan effort (I even signed David Schwan’s petition to run for Carefree Town Council in the first place).  I joined the Carefree Town Council in June without bias, PAC backing, or constituency group support.  I strive to remain objective so as to perform my Council duties in an effective manner.  Up to this point, I have remained publicly quiet on the recall election but I am now compelled to weigh in on the matter.
    Carefree Voters will soon receive a ballot in the mail allowing you to select either John Traynor or David Schwan for a seat on the Carefree Town Council.  In effect, this election is asking who you think can best contribute to the future of Carefree.  Many residents like me share the view that the need for this election is unfortunate.  However, the plain & simple truth is there is an election, and you have the right to vote.  I find three issues to be significant in this race.
Financial Discipline
    By the design of our Town government, the Town Council approves the annual budget (which happened last August), but actual expenses are authorized exclusively by the Mayor.  This is a very important distinction.  Only the Mayor has authority over actual cash disbursements once the budget is passed.
    Because I have education and experience to contribute in the financial area, the Town Council voted me Liaison for Financial Matters and I represent the Council in this capacity.  I see one material problem in the Town’s current financial condition: our current Mayor is authorizing more spending than the town receives in income.  This clearly is not a sustainable fiscal policy and it is not financially sound.
    Town revenue continues to slide with sales tax revenue down another 17.5% thru November.  The rate of decline in sales tax revenue has also accelerated (November down 27.7%).  In just 5 months, David Schwan has spent $474,014 more in cash than the Town has received.  He estimates the town’s annual budget deficit to be significant under his leadership.  Furthermore, he is spending our limited emergency reserves to pay for day-to-day expenses, as he claims to reduce spending.  His promise to not spend future money (which the Town has not yet received) on future expenses (the amount of which the Town does not yet know) is an interesting accounting concept, but not an argument for financially sound practices.  His stated plan is to stand pat on current deficit spending, disburse Town money reserved for emergencies, and hope things will get better. 
Plan for the Future
    In anticipation of our predictable revenue decline, last July I proposed to Town Council that we immediately establish an Economic Security & Marketing Committee (similar to our P&Z committee) and plan to assist Town Council in formulating solutions for our economic challenges.  This item was removed from the Council agenda at David Schwan’s request.  Unfortunately, David Schwan has not presented any alternative plan to support our sales tax base.  We cannot afford lack of foresight.
Culture of Conflict
    I believe each and every Carefree Councilmember wants what is best for our Town; however, difference of opinion and debate are essential elements of our “government of the people.”  David Schwan says the main problem our community faces is “hatred and lies.”  I sincerely hope David Schwan doesn’t truly feel this way about Carefree.  Simply being Mayor requires working shoulder to shoulder with Council & staff, and accepting responsibility for the current state of affairs in our community.
    This election is not about the merits of a recall election.  This election is about selecting a Councilman who will offer the most positive contribution for the future of our Town.  I admit I have an agenda.  My agenda is I want the quality of life and property values in our wonderful Town to be the highest of any community in the State of Arizona.  I want to feel like our town government will take us all in this direction.  I feel Carefree has a more positive future if John Traynor is elected to the Town Council.

 

February 2nd Meeting
 

Dear Citizens:
     Council voted unanimously to incorporate vendor’s fees for special, events.  The cost would be $50 for one event and $95 for three events.
     Council approved (7-0) a wine license for a Thunderbird vendor, after Councilman Coady ascertained that the town was now in compliance with State Liquor Laws.
     Since Judge Scull was not in attendance, the agenda item requesting an update on the Town Court was continued.  Mayor Schwan stated that he was “flummoxed” that this item was even placed on the agenda.
     The rest of this meeting pertained to a long and contentious discussion on the legality of the mayor to spend money on a non budgeted item without council approval.  Many citizens spoke on this issue.  Most under the mistaken belief that this was an attack on the Caring Corp.  Rather than try to explain this issue, I suggest that you use the hyperlink at the bottom under the

CALL TO THE PUBLIC: Judy Combs, owner of the Thunderbird Festivals, stated that the Carefree event has been listed as one of the top 100 events in the nation.
     David Schwan (leaving the podium and speaking as a citizen) complained that the Sonoran News never calls him for interviews and that Councilman Stavoe was “unfair and totally wrong” to deal with only cash flow in his letter to the newspaper.
     Tom Rawles requested that the mayor address the fact as to why he violated state statute on spending money on non budgeted items. 
 
QUESTION OF THE MONTH: Unlike many towns, Carefree does not do council meeting minutes verbatim.  It is up to the transcriber (Court Clerk) to pick and choose what she considers important.  Therefore, there is no guarantee that accuracy is a given.  Do you believe that the mayor and staff have made an appropriate decision to now charge council members $7.50 for a copy of the verbatim CD?
 
DID YOU KNOW: The Green Initiatives Committee is planning a Town Event for Earth Day on April 17.  There will be many booths with information on conservation, the environment, hiking and protecting our wildlife.  Please mark your calendar.
 
SHERIFF’S SECTOR: MCSO Dec. Stats-7 arrests, 1 aggravated assault, 1 burglary, 112 citations were issued, 31 for speed.
 
CAREFREE ELECTION-MARCH 9TH
 In just a week or so, you will be receiving your ballot in the mail.  You have heard many differing opinions on the Town’s financial situation.  The real truth is that Carefree is in serious financial difficulties.  The December/09 revenue alone was down -15.53% from December/08, even with the Christmas Parade and festivities.  Decisions to address our shortfall should have and could have been made long before this, but were not.  Your vote will determine if Carefree is to survive as the town we all love. 
 In the eleven years that I have served on this council, I have never seen the extent of mismanagement as we have had to endure under Mayor Schwan.  For this reason, I believe that Carefree needs

     Our first seminar with speaker Erik Koss, went very well.  My thanks to those of you who attended.  My thanks especially to Mr. Koss, his presentation was very informative.
